Using 4C Halibut IFQ/CDQ Quota in Area 4D


The holder of halibut IFQ or CDQ allocation in area 4C may fish that allocation in areas 4C or 4D. They may only do so in accordance with all program regulations: http://alaskafisheries.noaa.gov/regs/default.htm. When reporting the catch in eLandings, the user must report the catch as coming from the area from which it was actually harvested. For example, Area 4C allocation harvested from 4C should be reported as 4C harvest; and Area 4C allocation harvested from area 4D must be reported as having been harvested from the appropriate statistical area in 4D. Do not report the area 4D catch as coming from area 4C using the max-out pounds by area featureDoing so will result in an error

Please note that the NMFS' data account system automatically debits halibut landings from an IFQ or CDQ account for the area of actual harvest. This means that if a person holds IFQ/CDQ allocation in both 4C and 4D, 4C allocation harvested from 4D will be automatically debited from the 4D account until that account is depleted; and after that point, 4C harvests will be debited from the 4C account.  eLandings cannot provide submitters with the ability to select the management area account from which they prefer an allocation be debited. Therefore, if the IFQ/CDQ permit holder wishes to use 4C quota pounds before all 4D quota pounds have been used, they may request an adjustment to their account after the landing has been reported using eLandings. The permit holder may want to check their quota balances on the IFQ website at https://alaskafisheries.noaa.gov/webapps/ifqaccounts/Login before requesting an adjustment in order to verify whether an adjustment needs to occur.

To request an account adjustment, contact the NMFS Enforcement Data Clerks at: 1-800-304-4846 Option #1. Submission of a Manual Landing form is required for a 4D to 4C account adjustment if the permit holder wishes to use 4C quota pounds before all 4D quota pounds have been used. The Data Clerks will contact the Agent/Officer in charge for authorization for a Manual Landing to make the requested changes.

Using 4D Halibut CDQ Quota in Area 4E


The holder of a halibut CDQ allocation in area 4D may fish that allocation in areas 4D or 4E. They may do so only in accordance with all program regulations at http://alaskafisheries.noaa.gov/regs/default.htm.  When reporting the catch in eLandings, the user must report the catch as coming from the area from which it was actually harvested. For example, Area 4D allocation harvested from 4D should be reported as 4D harvest; and Area 4D allocation harvested from area 4E must be reported as having been harvested from the appropriate statistical area in 4E. Do not report the area 4E catch as coming from area 4D using the max-out pounds by area featureDoing so will result in an error
