The tender operator forgot his password. Is his password stored on the PTI?

Yes.  All TENDERMAN passwords are stored and available for setting, review, and editing from the Advanced menu, Manage tLandings User Passwords in the PTI. 

You can view passwords, add or change passwords, as well as add or delete tenders from this PTI location.
