Test Fishing ADF&G Vessel Numbers Can't Load PTI -Invalid ADF&G warning

If a user cannot upload their tickets into eLandings within the PTI because they get a ADF&G vessel number not valid.
The ADF&G number on the permit card was not working (99998) so they used the (99999) and it allowed it to go through. In this instance it was with S77 gear, but it was just hatchery chum salmon roe. Something in the business rules was not allowing the vessel.
