The objective of the FIS ER eSignature project is "...to develop an approved design and implementation plan for electronic reporting system(s) eSignature, as well as establishing a template and process for future eSignature initiatives under NMFS policy and procedural directive. (This project is all about a planning, design, and plan approval exercise. This project is not a technical implementation exercise, which will come later.)
Project Environment
- eSignature Policy and Procedures are established but untried
- Several eGovernment initiatives are waiting for an approved eSignature standard
- FIS ER eSignature Project was proposed at the 2007 ERPSG Workshop
- Funded by PMT in December
- Funds became available recently
- Procurement of domain expert consulting contract completed last week
Project management best practices, NMFS policy, and procedural directives require alignment among multiple stakeholders. To successfully align diverse stakeholders we must identify these stakeholders, characterize their interests in eSignatures, and then identify and value risks and related mitigations so that our organization can have an effective discussion of the issues and alternatives.
Proposed tasks for the project are:
- Form project team, agree on approach and scope (particularly on one or two pilot early adopters)
- Identify, characterize, and plan communication strategies for eSignature stakeholders
- Research and analyze alternative eSignature solutions
- Conduct cost/benefit analysis and risk assessments for candidate solution(s) per procedural directive
- Document the analysis and conclusions and shepherd proposal through approval process
