Project management best practices, NMFS policy, and procedural directives require alignment among multiple stakeholders, possibly including:

* Agency Operational Staff (RAM and SF)

* Assistant Administrator (HQ)

* Chief Information Officer

* General Council

* Office of Law Enforcement

* Office of Policy

To successfully align diverse stakeholders we must identify them, characterize their interests in eSignatures, and communicate the value/risk/mitigation tradeoffs relative to each of their interests.
