1 Form project team, agree on approach, schedule and scope (particularly on one or two possible pilots)

2 Identify, characterize, and plan communication strategies for eSignature stakeholders

3 Agree upon evaluation criteria for pilot assessment

4 Research and analyze alternatives eSignature solutions

5 Conduct cost/benefit analysis and risk assessments for candidate solution(s) per procedural directive

6 Document the analysis and conclusions and shepherd proposal through approval process
