Halibut Ticket Processing
ADF&G Procedures for Processing Electronic and Conventional Directed Halibut Fishery Fish Ticket Reports.
When electronic or conventional paper fish tickets are received at the local office of ADF&G, they should all be stamped with the dated receipt stamp.
All eLandings System generated fish tickets - E tickets, documenting sold or retained halibut shall be reviewed, batched and processed at the local office of the ADF&G. Copies of the electronic tickets do not need to be created and be forwarded to the International Pacific Halibut Commission (IPHC) in Seattle.
All conventional paper fish tickets (G or P) reporting halibut and bycatch of other species shall be reviewed, edited (as required), batched and entered at the local office of the ADF&G. A copy of each conventional fish ticket with halibut and bycatch shall be forwarded to the IPHC. These tickets can be collected together or a period of a couple of weeks and then placed in an envelope stamped to indicate that they have been data entered by ADF&G.
Conventional fish tickets reporting halibut only shall be forwarded to the IPHC. ADF&G will not data process these tickets.
Conventional fish tickets data processed by the IPHC shall be batch, processed, and forwarded to the Commercial Fisheries Entry Commission for archiving.
Summary
- All eLandings 'E' tickets (halibut only and halibut with bycatch) will be reviewed, edited as needed, and batched at the local office of ADF&G. No originals or copies of these tickets will be sent to IPHC.
- All conventional (G or P) fish tickets with halibut only will be sent directly to IPHC for review, editing, batching, and entry.
- All conventional fish tickets with halibut and groundfish bycatch will be reviewed, edited as needed, batched, and entered. A copy of these tickets will be sent to IPHC.

The processor creates an eLandings report to document halibut and/or groundfish bycatch and creates a conventional paper fish ticket to document the harvest from the entire trip - salmon, halibut, and/or groundfish.
The processor should submit the tickets stapled together. ADF&G salmon troll staff data enter the salmon and groundfish into the ADF&G fish ticket system. The ADF&G groundfish staff will automatically batch all salmon troll 'E' tickets into a virtual batch. No copy will be sent to IPHC.
