    • Under Sections 1703 and 1704 of the Government Paperwork Elimination Act (GPEA), Executive agencies are required to provide for the use and acceptance of electronic signatures.
    • NMFS responded to GPEA with policy directive 32-110 and procedural instruction 32-110-01. These policy and procedural documents describe an evaluation and approval process which must proceed any eSignature implementation.
    • The Pacific Islands Science Center's eLogbook initiative and the National Permits System have an immediate interest in eSignature, and other initiatives are considering eSignature. During the Electronic Reporting Planning Workshop held in July 2007, it was determined that a clear process for implementing eSignatures for electronic reporting would be of significant benefit to multiple regions.
    • The Electronic Reporting Professional Specialty Group submitted an FIS project proposal, and funding became available in May of 2008. This project will follow the policy and procedural instructions and develop a standard approach for implementing eSignatures for electronic reporting.
    • Recognizing that an eSignature project raises new and cross-cutting issues throughout an organization, the ERPSG proposal included funds for a consultant with demonstrated expertise in government eSignature projects. Professional services of Steve Holden, former manager of the IRS eSignature effort, and his assistant Jared Jonker, have been procured through a contract with Touchstone Consulting Group.
    • Being fortunate in finding such an experienced guide for our journey, I intend to step back and give Steve the lead as much as possible. One of the objectives of this meeting will be to begin to understand how much the consultant can do for us, versus work that we have to do for ourselves.

      (Note that this project is all about a planning, design, and plan approval exercise, and this project does not specify a complete development process resulting in implemented production systems.)
